Add rack shelf entries for U9, U7 (10" rack) and U3 (19" rack)

- Added 10" Rack Shelf at U9 holding ISP Gateway
- Added 10" Rack Shelf at U7 holding ZX1
- Added 19" Rack Shelf at U3 holding HAP1
- Updated mermaid diagrams to show shelves
- Updated rack layout tables with shelf devices
